Wal-Mart! They have amazing prices.
Coastalscents.com is a great place to get tons of colors in one pallet for a very reasonable price. For example, their 88 color pallet is about $18.85. They also sell brushes for much cheaper than MAC or Sephora.
Another site is Cherryculture.com. They carry brands like NYX which is a great brand - almost up to MAC quality but for much cheaper.
Beautycrunch.com sells high end makeup at discounted prices.

I think that Avon is having some sale... you can get a lot of good, cheap makeup at WalMart. The ones at the dollar store are extremely cheap, but are only okay products.
