okay, number 1, most makeup on ebay is fake, and from china, and may contain lead. It's not worth the risk imo.

I own alot of their pigments, their primer, and their brushes. They're all VERY good quality. Watch out for their sales. Sometimes they have $20 kits with TONS of colors. The pigments though are worth it to get in the big jars. There's alot of product in there.
Avon has relatively cheap makeup and I find it to be pretty good quality. E.L.F. is also very inexpensive, but I've never tried it.
eBay. You can actually get brand new designer make up and skin care products ridiculously cheap.
