Boots always have the 3 for 2 offer on their gift sets. The soap and glory sets they do are really nice and were on 3 for 2.
If not a good idea is to go to claires and get them each a pair of earrings or a necklace. The earrings are on buy 2 get 3rd pair free. They also do cute little nail vanish sets etc which are 3 for 2... so well worth looking in there.
Superdrug also have their gifts on 3 for 2. They have some nice little sets like compact mirrors and lipgloss etc. They also have mini spray sets really cheap... like this http://www.superdrug.com/invt/520039

Coastal scents has awesome palettes to give away as presents. I have 2 pallettes from their website and they are highly pigmented and fun to play with. And they also have cute brushes too if you want to get those. And for more cheap make up you can also order from cherryculture.com they have the greatest cheap makeup for ppl on a budget! NYX is my fave off their website. And as for sprays and such go to bath and body works. I'm not sure if that is located in the UK or not but they do have a website. They have cut gift sets that you could pick out and they usually have sales! I hope that helps..

I saw a massive make up set in asda for 拢10 and it had literally everything in it! There was also body spray gifts aswell.

Try Sephora. You can find gifts for under $25. Also, Target is a good resource.
And E.L.F. cosmetics is VERY reasonable. Almost all of the make-up on their website is only $1!!! Although the kits and sets are more.
go to poundland or poundworld, they have many little presents that you can put together in a hamper.
I bought some nice presents and nobody would say it was so cheap!
