i hate oily removers too. the only non oily ones i've found are l'oreal and 'simple' i think maybe superdrug also do some cheap ones. the best one by miles is clarins but that's not cheap. I've never found a better one though.

gentle or alcohol-free Toner on a cotton pad or bud is also pretty effective at correcting mistakes

waterproof mascaras have waxes in them and oils seem to be the best at getting these waxes off. You could try make up remover wipes like Olay they work ok but not as good as oily ones. I would be worried that removers that werent oily and designed for waterproof mascara would be really harsh. And baby oil is a great make up remover and kind to the skin!
I actually use a eye and face make up remover wipes. Unfortunately, if I have makeup wipes with chemicals my face gets dry. I get simple cleansing facial wipes. It removes all make-up even waterproof mascara. It has no colour or perfume in it. Its cheap but good quality.

Hope this helps
those little dove napkins that have soap in it already and all you have to do is get it wet and then it takes ure make up right off :)
baby wipes. they get everything off!
Neutrogena Eye makeup removing pads is what i use. Theyre Great
Pond's cold cream. If they still make it.
